The man said he applied for a visa to enter the country legally on several occasions but was rejected each time. So, he paid $10,000 to a cartel and crossed with no problem.
Apparently, at Jacumba, California in San Diego County right next to the Mexican border, illegals are crossing regularly.
And they are not from Latin America either. Many of them were from Iran, Pakistan, China, Turkey, India, and Bangladesh. As noted in the post:

This location is about an hour east of San Diego, as Border Patrol’s San Diego sector has moved to #1 for illegal crossings at the southern border in recent weeks for the first time since the 1990s.
